Nowadays, electronic information plays an important role in our daily life. It has greatly changed people's way of work, communication and life. Though China's network education cannot be paced with the developed countries, it demonstrated a rapid development that compared with other developing countries.This article illustrates a web based network education plateform including module of formation, developing status and hardware environment. It also puts forward the workflow model to implement synchronous instruction.The whole system including the task, plan, design, is completely based on the WEB environment. This system uses the B/S structure, thus overcomes the traditional C/S shortcomings, which is hard to maintain and upgrade system. It realizes the centralized management and provides data server security guarantee. In terms of technology, we use Web services as logistics management system construction of foundation technology platform. PHP and MySQL is selected as development tools because they provide low cost and high flexibility.Based on the INTERNET platform, students can communicate and browse information. Their communications are not subject to regional and time limit, effectively improve the efficiency. This arouses the students' interesting in study and professional skill. Multiple interactions and evaluation model of the students raised more interactive, objective and fair reaction student learning, to avoid the disadvantages of individual teachers'subjective evaluation.This study for the domestic network teaching based on WEB provides certain theory and practice research foundation for domestic education mode.
