As one kind of high-tech equipments in the modern information battlefield, phased array radar has great flexible processing capacity. In order to reflect the phased array radar multifunctional advantages and maximize its effectiveness, the resources of phased array radar with the help of searching tasks management, tracking tasks management and beam dwell scheduling will be managed. We can get the best radar parameter combinations by solving the resources management model. In this way, it not only can ensure the performance of radar, but also save radar resources as far as possible. Furthermore, managing radar time resource and energy resource effectively is an important way to improve the RF stealth performance of radar, which can be used in the RF stealth of MIMO radar at the same time.Firstly, three basic target tracking algorithms are researched in this dissertation. They are the Kalman filtering, the Current Statistics Model(CSM) filtering and the Interacting Multiple Model(IMM) filtering. Generally, the Kalman filtering is suitable for non-maneuvering target tracking and the other two filtering is for maneuvering target tracking. From the results of simulation, the Interacting Multiple Model(IMM) filtering has better tracking performance than the Current Statistics Model(CSM) filtering, but the Current Statistics Model(CSM) filtering is suitable for using in actual project.Then, the radar resource management under the search module and the tracking module is studied. Two optimization models of radar resource management are set up respectively. In the search module, we can control the value of the search frame period, transmitting pulses and pulse width. In the tracking module, the controllable parameters are sampling period, transmitting pulses and pulse width. Choose the best parameters to optimize the radar resource management models. What is more, through the resource management, the RF Stealth potential also can be improved. MIMO radar can transmit orthogonal signals and form low wide beams, which is effective to improve the performance of radar for target detection and resolution. In view of MIMO radar RF Stealth potential, we can innovative to manage its resources in search mode and tracking mode. Compared two kinds of radar forms, it turned out that MIMO radar can offer better RF Stealth performance than phased radar.Finally, Starting from analyzing the value of scheduling interval,the judgment of task priority and the restraint of resources which can influence the performance of beam-dwell scheduling, many beam-dwell scheduling algorithms are put forward. These algorithms are also based on searching tasks management and tracking tasks management. This dissertation focuses on multi-template scheduling algorithm and adaptive scheduling algorithm. Comparing the performance of these two algorithms, it suggests that multi-template scheduling algorithm is easy to operate but with low scheduling efficiency when the prior information is known, and adaptive scheduling algorithm has higher scheduling efficiency but complicated to facilitate.
