With the improvement of living standard and the rapid development of productivity,the public demands that meteorological service have the specialties of professionalism, accuracy and timeliness.Guangxi is rich in water resource; there are numerous reservoirs in the river basin.However, Guangxi is located in climate-complicated areas,all kinds of extreme weather, such as typhoon, rainstorm, are frequently happened. To cope with the influence on the safety of reservoirs and hydropower stationsfrom the extreme weather,and to make preventive measures,It is urgent for meteorological department to provide targeted and professional guidance of meteorological service.In this dissertation, a set of background management system would be designed and developed for administrator, areservoirs meteorological database would be established, a set of front desk publishing system would be developed for professional user, and a set of improved reservoirs meteorological service system would be established by studying the problem that the Guangxi meteorological department is still short of meteorological service system for reservoirs professional users.The system adopts B/S structure, Visual Studio 2008 as main development tools with combination of C# language and other scripting language to develop program function module. The system uses MS SQL SERVER 2005 database to build the system database,applies RIA technology and Ajax technology to operate the data back and forth between the client and the server in higher convenience, so that the interaction between the system and user becomes more smoothly.Introducing the GOOGLE MAP API to the system, the user will be able to view the site and distribution of real-time data automatically by the MAP, and to judge the trend of climate change and its influence on reservoirs according to the different basin where each site belong to.The significance of this dissertationis to provide a complete set of meteorological department service mode to meet the demand of reservoir and hydropower stations for professional users in terms of meteorological information,especially the timely meteorological information, so that the mode could help the users receive the latest weather data in time, and it could provide service for professional reservoir users to make professional decision and application.
