Banking business is one of important pillar industries in China, along with the social progress and technical development, Chinese banking business has gained substantial increase year by year both in asset size and after-tax profits as well as the amounts of staff. Amid such an open market and economic principle of non-discrimination and fair trade, Chinese banking business has gained huge international market, and promoted its market shares steadily, however, great potential risks and crisis emerges, especially in the human resources, therefore, a further strengthening and improvement on management shall be implemented for Chinese banking industry. The website-based resource shall be applied fully in the complete human resource system to optimize and re-constitute the management process of human resources for a more comprehensive data, in addition, on the basis of the data of human resource system, the application of website-based resource will make the decision produced more precise and perceptual, moreover, it will make human resource system realize functions of business management, such as performance assessment, labor management, job and staff design, etc. all of which will ensure that the management on human resources in banking business is implemented an more comprehensively and effectively.In order to make the management system of human resource operates, the function models of system and its basic system framework are designed through the analysis on the practical demand for human resource management, and combined with the process standard of daily business, and then, through the application of relative program development and database technology, the platform system is developed with characteristics of steadiness, practicability, convenient for operation, easiness to be integrated and an further expansion. The management of banking human resources is produced as the modeled structure of system platform in the paper, which will make the banking staff with an increasing scale more normalized and more delicate, moreover, it helps to establish the human resource system more suitable to the management mode of modern company, in addition, it will strengthen the management of banking staff and improve the management of whole human resource, last but not least, it can also establish the processized and standardized management system of human resource.The B/S structure has been applied into the development of management system of human resource in the paper; the structure of server is classified as four layers and is designed separately, the Easyui structure of Jquery is applied into the pattern of leading end; the business management of backstage is based on the Struts, Spring and Hibernate structure in Java; the MySQL is applied into the back-end data base. The scope of business includes seven models, i.e. compensation and welfare management, educational training management, performance evaluation management, module of recruitment management, statement management, personnel management, system management, which can adapt the informatization management of system, and meet the demand of daily human resource management for banks and enterprises.
