With the rapid development of radio technology, the electromagnetic spectrum used in military and civil fields more and more widely. At the same time, with the increase of equipment which use electromagnetic spectrum also makes the electromagnetic environment becoming more and more complex. The problem cause mutual interference between this various equipment is becoming more serious, and the contradiction of use electromagnetic spectrum is very obviously. If the management of electromagnetic environment is not effective, all these equipment unable effective exert their due functions, and will affect daily life in civilian areas or lose the mastery of information in military field.We must strengthen the monitoring of electromagnetic environment to manage the electromagnetic spectrum effectively. This is the premise and the foundation of implement management. At present, the strengthening of the electromagnetic spectrum management has formed a consensus, and electromagnetic environment monitoring equipments are also increasing. But, the system of various import or homebred different type equipment can’t be compatible with each other. So, it is difficult to form the integrated monitoring network, and has restricted to form the network ability of monitoring electromagnetic environment, also can’t satisfy the actual demand of monitoring. This phenomenon has been reflected in the daily monitoring, and more obvious in the Beijing Olympic Games and Shanghai World Expo electromagnetic environment monitoring because it involved multi area’s cooperation.Aiming at this problem, this paper research the integration of monitoring network in the software operating system level with the help of “Radio Monitoring Transfer Protocol(RMTP)” issued by the national monitoring center. Through research and implementation the integrated electromagnetic environment monitoring and analyzing system, can control different types of monitoring and direction-finding equipment uniformity, and form a unified monitoring network. Then, can realize integrated networking monitor, and obtain the monitoring information of unified standards.The system is based on C/S model. The function design is according to the requirements of International Telecommunication Union(ITU). The system use unified software interface while keep the special function of different equipment, maximized the advantaged performance of various equipment while pursuiting commonness. The software system contains 3 modules: equipment service module, center control module and system management module. The equipment service module main receive the instructions from center control module, and transforming to the instructions which can control equipment by RMTP standards to realize the function of control equipment. The center control module is to complete the function of monitoring, direction-finding and data analyzing, this module is directly facing the monitoring operator. The system management module is to manage the monitoring equipment and information of user, configure and protect all kinds of information.Finally, paper tested the functions and performance of the system, and verificated all designed functions.
