Radio monitoring and direction finding system is one of key R&D projects inChengdu CSCC Electronic Technology Co., Ltd., aiming at establishing a stable,high-accurate and compatible time-sharing multi task and real-time multi taskmanagement system, which integrates functions including direction finding and location,command processing, planning task customization, information display, originalmonitoring data and playback as well as data statistic analysis. Main purpuse of thissystem is to provide technical support and law enforcement basis for radio management,to improve the radio management level, to protect normal use of legitimate radioequipment, and to against illegal use.This thesis firstly analyzes the usage of radio electromagnetic spectrum home andabroad and further puts forward practical significance and objectives of studing thismanagement system. Then it introduces the basic concept and theory of directionfinding of the radio monitoring and direction finding technology, and related technologymanagement system software development. Then, according to the functionalrequirement and the technical indexes of the radio monitoring and direction finding, thisthesis takes Windows as development platform, uses SQL Server2000as the maindatabase management data and Visual C++6as the main development tool, and adoptsmature software engineering technology to develop and manage the managementsystem. The management system uses CS mode, and the client program is composed ofmonitoring and direction finding subsystem, monitoring data analysis subsystem,resources allocation and management subsystem and data backup subsystem etc. Eachsubsystem adopts modular, component-based design, this is, OCX control formscomponent, component forms module, module forms subsystem, and finally subsystemforms the integrated management system. The server program adopts hierarchicaldesign, server framework dynamicly loads functional module, the function module callsthe device driver, and then the device driver directly controls monitoring equipment toexecute monitoring service and to collect monitoring data for data analysis.This thesis writes device drivers in accordance with standard interface and dataformat to realize system compatibility. Multi thread synchronization technology in lockmode is used to carry out coordination and synchronization of threads, to realize multithread synchronization, and to improve system stability. By using methods provided byfopen source ACE dynamic library, non-blocking asynchronous data transmission isrealized. The pressure problem of network transmission system is settled by packet scheduling method. According to the RMTP communication protocol in2005asspecified by National Radio Management Committee, the system provides standard datatransmission interface, networking with radio management systems provided by othernationwide manufacturers becomes possible. As proved by tests to the system, includingunit testing, functional testing, integration testing and system testing of different levels,the radio monitoring and direction finding system meets all technical requirements aasspecified in design part of this thesis.
