China is a big country of coal consumption, as coal is one of the main fuels in our country. However, thousand tons of coal industry in our country still leads the world in mortality, the main cause of this dilemma is the defects of backward production technology and human resources management. Aiming at the problems faced China’s current coal enterprises to survive, I researched deeply the present situation of human resources management of Leshan Jihong Coal Mine, and proposed the establishment of human resource management system of Leshan Jihong Coal Mine project. The system is designed to strengthen the safety consciousness of the staff, and put forward a incentive mechanism to improve the staff’s working enthusiasm, so as to enhance the market competitiveness of enterprises in the process of internationalization, to create better benefits for enterprises.In this paper, combining the research of the current human resource management situation of Leshan Jihong coal and the research on human resource materials, I have developed and designed a NET-base framework of Leshan Jihong coal mine human resources management system. The system uses a modular design pattern of the current popular, in the.NET Framework, using Visual C# as the development language, database using Microsoft Access development system. On the basis of fully studying the background of the coal production in China and the significance of the development of the system and analyzing the development technology and function of the system based on the application of relevant systems in domestic and international enterprises, analyze and study the development technology of the system, determine the development language and database development tools needed for the development of the system, determine the functional requirements of the system, draw the system structure diagram of the system, and conduct a detailed analysis of the functional requirements. According to the demand of the system, construct system framework, and determine system module. This system is divided into six modules: personnel changes management module, employee certificate management module, employee attendance management module, employee wages management module, employee training management and safety supervision and management module. According to module design and function analysis, construct the system operation interface, write operation code, and create database and data table. Test the system, test system functions, correct system errors, improve the system interface and code, enable it with absolute accuracy and better maneuverability, to meet the requirements of the customers.The system is developed in strict accordance with software development steps and requirements. Through the implementation of each step, complete the process of the whole system design. Leshan JiGong coal mine human resources management system can achieve a more scientific management of employees of coal enterprises, add, change and delete related personnel information in a real time and convenient manner, greatly reduce the human resources management labor and improve the reliability of the management, which can greatly improve the production and operation of the enterprises.
