As the continuous development of highway industry, the highway network in our country is intricate, however, highway construction is the first step to deal with the traffic problem in our country, we need further studies on highway maintenance and highway planning and other issues to face the highway mileage rapid growth,ensure the present highway with good performance and gain maximize benefits from national investment at the same time.In traditional highway maintenance works, experience decision-making and subjective assumption are still the main dominated management mode, which leads to decision-making mistakes of pavement maintenance and inevitable resource waste because of experience limits, information absence, and lack of quantitative analysis and other reasons in the management process. In order to solve the current highway maintenance management problem effectively, especially the grass-roots highway maintenance management works.the thesis write about bituminous pavement maintenance management work which accounts for the largest portion, carry out ordinary pavement management system exploration and research, this paper introduces purpose and significance of the highway management system development, analyzes the use and development of relevant system at home and abroad, and set up pavement management system framework with 4 aspects emphatically. Part 1 introduces the system overall framework, data management from requirements analysis, describe the major function and implementation of data management, pavement performance evaluation, custody decision-making advice, systems management briefly. Part 2,which is divided into 4 parts, basis, evaluation, decision-making, management, introduces highway pavement management system database structure and makes clear the logical structure of each module with relational graph,briefly and intuitively. Part 3 illustrates the highway pavement performance evaluation method by actual data acquisition methods through several main indexs PCI, RQI, RDI, SRI, PSSI.Part 4 is auxiliary decision-making model design and implementation,mainly discusses the prediction model and auxiliary decision-making model and decision-making plan library and other contents and make the system calculation results serve specific work intuitively better.
