It is enormous harm that forest fires result in, it can cause irreparable economic losses. In the course of daily forestry patrol, due to large forest area and wide range patrol, the patrol work is often not in place finally it lead the last of the forest fires can’t be found in time, so it’s very essential to establish forest fire system. In a forest fire, there are many teams in each fire-command authorities, a large number of communication equipment was being used, but less available channels. Therefore they interfere with each other seriously and the communication quality is poor.Today, with the rapid development of mobile data networks and popularization of smart phones, mobile terminal location has been widely used in many industries. Based on mobile smart devices, using mobile networks and GPS dual positioning, in this article I designed a forest fire emergency command and data communication systems, which is used to solve daily forestry patrol, emergency forest fire alarm, forest fire emergency communications and other issues.There are following points are studied in this paper.1) Based on the analysis of forest fire early warning systems and other information systems literature, I used the theory of software engineering and related findings to analyze the data communication system of forest fire emergency command. Finally the design principles of the system, functional requirements, and the development direction are determined.2) Using Baidu map API and its LBS, Hawkeye system technology to build network database instead of traditional forest fire prevention system server, reduce the development, operation and maintenance costs.8553) Design and build a tree structure system which is based on the network database, take the PC management as the core and use the mobile client as the branch. By combining Baidu Hawkeye and cloud to bring the message in subsystem, established locally based MySQL database to realize system function.4) Design and write system management and mobile client. System management programmed by Java, using the technology of SWT controls and JSwing control nesting to embedded Baidu map and Hawkeye in window program, and it also can view the staff online, real-time location, historical trajectory. Mobile terminal enables secure login, location maps, message reception, fire alarm and other functions, the GPS information via HTTP reference mode upload Baidu Hawkeye track recording system, using the heartbeat mechanism to indicate the online state.The forest fire emergency command and data communication systems designed and implemented in this paper have low running cost and stable operation. Grass-roots unit does not need to purchase specialized equipment, only a smart phone can install this system and it easy to learn and use. The system realizes the forestry daily monitoring, fire alarm, fire location and it has the characteristics of real-time portable and convenient, complete the project anticipated target. It has great practical significance to China to promote grassroots forestry information.
