In recent years, with the development of the national economy, the number of mobile users and power users is growing. In order to meet the needs of users, mobile base station and power substation are constructed more and more, while the associated costs of the construction and operation is increasing year by year. Nowadays, the substations and mobile base stations are independently operated; Meanwhile, some large-scale base station requires the separate power transformer and the dedicated optical fiber communication cables. These issues of construction and operation can be resolved when the mobile base stations and substations built together. For example, Mobile base stations and substations can share their communication cables. The safe operation of the base station which plays a role of the communication system is to protect the user’s normal communication. So, It ensures the safe operation of power substations and mobile base stations in substation and mobile base station co-construction.In this paper it’s researched the 110 kV substation and mobile base stations in an area of Hebei province. The calculation model of substation grounding grid, base station grounding grid, base station tower and the two cables is established by CDEGS. The paper analyses the disturbance voltage produced by lightning on the secondary cable shielding layer when the substation grounding grid and the mobile base station grounding grid are connected in different ways and planted in different positions based on the method of moments and Fourier transform. It’s analyzed that the substation switching operation and short circuit faults influencing on the base station grounding, the radiation field of the base station’s antenna influencing on the disturbance voltage of the two cables in substation.Based on the relevant domestic and international standards, the electrical parameters of the transformer substation and the mobile base station are derived in many cases which contain different grounding ways and spacing, then the safe distances are obtained. The conclusions in this paper can be used as the theoretical bases of many engineering constructions, which have significant reference value in actual application. At the same time, it is of great significance to exploring various power managements and the realization of the win-win cooperation.
