Web Service is a programming service-oriented architecture, it has the advantage of platform-independent,does not depend on the programming language, through which information can communicate between heterogeneous procedures. Given the characteristics of the Web Service, in recent years, power systems began to use Web Service combined with IEC61970 to solve problems related to power quality systems integration intelligent information systems and data interaction. Power quality intelligent information systems, data sources are a variety of channels, there are many types of data formats, operating platform may be different for each subsystem, which resulted in the data between the various subsystems difficult to share. For this case, the IEC61970 interface specification to standardize data exchange format, combined with Web Service technology to complete the development of power quality data services, will be able to solve the "data island" problem. Currently this way has become a power within the system on a more mature system integration and data sharing solutions.Using Web services to provide basic power quality data intelligent information system, the system may be involved in the various sub-modules collaborative development of a number of units, such as data integration done by a company, and advanced applications completed by another company, advanced application module via the Web service and obtain basic data for further computational analysis. Above situation on the quality of data obtained from the Web service on the basis of data presented a very high demand. And from a practical point of view of electricity production, once the basic data from the Web service has been the emergence of quality problems, before acquiring the data is unlikely to be found in a timely manner, usually an afterthought to remedy through passive measures, which is the follow-up work add a lot of unnecessary trouble, even causing a great loss irreparable. Therefore, power quality intelligent information system to detect the lack of a Web service sectors, we can not determine whether the Web service is available, it can not guarantee that the data obtained from the Web service is abnormal if they contain data or data loss. This is the power industry for high data quality requirements put forward by a contradiction.The topic for the above issues in order to support the project in Shanxi grid background in the study of the basic Web Service technology and Web service quality theory, analyzes the limitations of the current power quality data services, power quality data services describes detection system role and significance. Then designed and developed a system to detect power quality data services on the C# Winform platform. The detection system consistency, performance and abnormal data from three angles Web service QOS for power quality data services were tested, the test results ultimately generate a report file in PDF format. The detection tools to effectively quantify the quality of service and specific power quality data services to get the power quality of the data through a Web service application provides a convenient and power efficient detection tool, but also for the power sector in advanced power quality applications implementation provides reliable data to support and protect the beneficial macro level decisions.
