Study On The Flood Emergency Management Mechanism Of Archives Department

Archives is the record of human civilization. Protecting the security of archives is reflecting the ability of a nation to manage information resources and protect human civilization. The threat of natural disasters on human is growing with the intensification of the contradiction between human and nature. Due to the high frequency and devastating, flood becomes a major threat in human society. Floods,waterlogging, water pipes burst and so on threaten the security of archives. At the same time, the problems of flood emergency management of archives department began to appear, which requires the archives department to establish an complete flood emergency management mechanism of archives.Firstly, the paper makes a summary on the current status of research on flood emergency management of archives based on reading literature, and then forecasts future trends in research and development to form a clear framework and main contents.Secondly, the paper summarizes the importance of establishing flood emergency management mechanism of archives apartment because it could reduce the crisis probability, take effective control in the situation, and reduce the loss of the crisis.Combined with the characteristics of flood, it proposes four principles to build the flood emergency management mechanism of archives department, including people-oriented, focusing on prevention, the running system and dynamic regulation.Thirdly, to understand the basic status of flood emergency management of archives, the author visits Nanning Archives, and then, generalizes the main problems.Such as lacking of awareness of crisis, the imperfect emergency management organization system, lacking of emergency supplies and the defective emergency management mechanism.Finally, the paper proposes some suggestions to strengthen the archives flood emergency management mechanism based on the general process of emergency management. It holds that the mechanism should include four links, such as emergency prevention, monitoring and early warning, emergency responses and rehabilitation. In the preparatory phase of emergency prevention, it should put emphasis on the risk assessment and investigation. Paying more attention to the construction of contingency plans, emergency rescue personnel and emergency stockpiles is necessary. During the emergency monitoring and early warning stage, itshould make cooperation with other related departments to monitor flood and collect early warning information, which provides uuseful information to establish smooth transfer mechanism. During the emergency response phase, it proposes the archivs department should improve emergency management capabilities by building a highly effective emergency decision-making mechanism, optimizing emergency plan and strengthening the emergency mangement mechanism of response.In the phase of dealing with the aftermath of the disaster, the paper thinks we should establish a scientific archive repair mechanism, an ex-post evaluation mechanism and accountability mechanism. Our ultimate goal is to improve the ability of management on flood emergency management of archives department through standardizing the processes of its flood emergency responses.
