In the face of increasing demand of flood control and continuously improvement offlood control and disaster reduction in the aspect of technology and management, China hascome to the stage of limited defensive from arbitrary rage in the battle with flood disaster.Flood disaster can not be eliminated, but the loss o f flood disaster can be reduced throughestablishing and perfecting the corresponding early warning system and mechanism byscientific means. By computerization of the traditional flood warning and emergencyresponse work, standardizing of process of flood emergency and establishing of emergencydisposal mechanism of flood emergencies, Flood control and emergency warning systemcan increase of efficiency of the response and disposal of flood emergency.With the background of research and development of flood control and emergencywarning system in the intelligent construction of a hydropower station, this paper carriesout a series of really effective work in order to establish the flood control and emergencywarning system which has the function of plan management, plan execution andperformance evaluation and will connect with the anti-flood duty management system andanti-flood materials reserve and team management system through software engineering.Based on the general requirements and the analysis of major business process of system, wedesign a detailed modules of flood control and emergency warning system combined withthe users’ functional requirements and nonfunctional requirements; through the comparisonof development structure of B/S and C/S, we choose the B/S as the development structureof the system according to the needs of engineering practice of system; In considerationof the scalability, portability and maintainability requirements as well as the choice ofsystem structure of the flood emergency warning system, we adopt the Java Web softwarearchitecture based on J2EE technology and introduce four kinds of commo n J2EEarchitecture as well as S2SH development framework which is from the combination ofStruts2, Spring and Hibernate; In order to solve the deficiency of S2SH framework in actualengineering practice, we expound the S2S framework which has the design advantage ofHibernate and removed the complicated configure of Spring and Hibernate, and introducethe software used in the process of development and the running environment of system;Then we introduce the server end webpage technology which is based on JSP and client endwebpage technology--DWR and ExtJs, which are based on JavaScript; In order to solve theproblem of low flexibility and complicated management of MAC and DAC, we adopt theaccess control strategy based on RBAC, which simplify the system privilege configuration and improve safety system certification through the concept of role; On the basis ofanalysis of the principle of SQL injection attack, we put forward a series of precautionarymeasures for the sake of reducing the risk of attack a nd ensuring the stability and securityof the system; Through research and design the simplified method for generating data layer,we improve the efficiency of development of the data layer; Through the databasestandardization design method of New Orleans, we design the concept and logic structureof the database; Finally, on the basis of meeting the functional requirements andnon-functional requirements, combined with the S2S framework, we develop all themodules of the flood control emergency warning system which fulfills the practicalengineering requirements.Finally, Flood control and emergency warning system has been put into operation andhas been applied and tested in the intelligent building hydropower station.
