The Post Project Evaluation Of Characteristic Databases In The Digital Library Circumstance

With the appearance of Internet, the network, computer and communication technology developing rapidly, the "digital technique" has been used in many fields. The public use network, computer and mobile communication equipment to transfer information, so that changes the way that people get the information and promotes us to change the establishment, management, service of document resources and the method of getting information from paper media to digital network. The digital library has become the orientation of the library development. Many databases have been continuously springing up in the establishment of document resources. Nowadays, from the perspective of the developed and developing databases, many of them are high-quality, but some of them are still inferior-quality. There are many problems in this field such as lack of integrated planning, unevenness of specialty, disunity of the criterion, lack of generality and characteristic databases, short of open to the public, the copyright problems, insufficient of labor and capital, sustainable development and so on. The characteristic databases are lack of post evaluation of the item so that the databases are lack of management, quality supervision, the guarantee, benefit and feedback.This paper is on the basis of the insufficiency of evaluation to expatiate the background of choosing topic, situation of the post evaluation method and characteristic databases, and elaborate the theory of post evaluation, characteristic databases and project management.Combining with the practical working experience, the author chose the project of "Characteristic database of Yunnan Flowers" as an example, to explain the exploitation and evaluation of this project. The author analyzed the project appraisal and post evaluation problems, the influencing factors and acceptance review index. And came up with the idea of mechanism of characteristic databases’post evaluation, and the thinking of establishing the institution of post evaluation management, the procedure and index of post evaluation and the mechanism of encouragement, restriction and supervision, in order to provide the reference frame for the establishment, management, acceptance inspection, supervision, investment and decision of literature guarantee system, which benefits the sustainable development of the project and guarantees the operation of databases.
