Research On Post - Evaluation Of Land Reinforcement Project Based On Data Envelopment Analysis And Rough Set

Land development consolidation and urban rural construction are as theplatform by Yunnan province,and promoting land consolidation work vigorouslyin the province.A series of questions for instance,whether the spending of Stateand local huge financial resources,manpower and material resources have reachthe desired goals of land consolidation,and to what extent alleviate thecontradiction of between people and land，and to what extent improve the landproduction capacity，and to what extent improve the farmers’ incomes and sonon.All the above problems need judge and answer on the basis of post evaluationof land consolidation project.Because of Yunnan province hasn t truly sensepost evaluation of land consolidation project,which be one of main reasonsresulting in poor operation for land consolidation project benefit.Through thestudy of this article,further emphasize the importance of post evaluation,perfectthe existing theory system in the study of the content,and lay foundation of theimplementation of land development and consolidation project post evaluation inthe future.This article have five parts.The first part is introduction,mainly elaboratesthe background of topic,indicates the theoretical significance and practicalsignificance of topic,discusses research situation at home and abroad and thestructure arrangement of article,at last,states the research methods and technicalroute.The second part clarifies some basic concepts and theories related to postevaluation of land consolidation project from theoretical perspective.In this way,lay a certain theoretical basis and guidance for the research.The third part is thekey point of full text,from the empirical perspective,combining with the dataenvelopment analysis(DEA)method and the model of rough set theory to makepost evaluation for the project that Suoshan Village of Ludian County,SantaoVillage of Weixin County,Zhaxi Village of Weixin County and Gonghe Villageof Mouding County.According to the post evaluation result,the fourth part makes proposals from five aspects for better promoting the land consolidation projectand increasing the benefit of the project.The conclusion of the fifth partsummarizes research achievements of this paper,and points out the innovationpoint,deficiencies and the direction of further research.In this paper,we obtain the following results:first,using data envelopmentanalysis(DEA)method,cite examples,make post evaluation for the input andoutput of land consolidation project.The evaluation shows that Suoshan Villageof Ludian County and Santao Village of Weixin County is DEA effective withscientific input.While Gonghe Village of Mouding County and Zhaxi Village ofWeixin County exist unmatched input and output with wasting resources.Second,combining with the instances,using rough set method to make post evaluation forproduction capacity,resource impact,sustainability of land consolidation projectcomprehensively and analyze the project that Zhaxi Village of WeixinCounty,which has more problems.Third,according to the empirical analysisresult,making proposals from five aspects for better promoting the landconsolidation project.
