Parking Time Billing System Based On License Plate Recognition

In order to meet people’s urgent demand for high-tech, convenient and intelligent parking lot time billing system. This paper puts forward a kind of time billing system which is based on license plate recognition technology having the following functions,extracting license plate region automatically from the collected images, segmenting and recognizing the license plate characters automatically, automatic vehicle recognition and time billing function.Totally,it can improve the efficiency of the parking lot. The research of the subject is consistent with the development request of“social intelligent transportation system” and will improve the city image of "static traffic". The system with a good application prospect and social values will be largely used in the large parking lot, office buildings, hotels and other places.In the process of design and debug this time billing system has obtained following results:1. The system has obtained following results the collected images from the entrance of the parking lot, by graying, graying stretch and median filtering. The system determines the connected domain by combining mathematical morphology and extracting the edge character.And it extracts the license plate area by analyzing the system uses binary segmentation pretreatment to process it which modified the traditional vertical projection method area. After that, it does normalization processing to the single characters and makes a 40 * 20 character model. In the last, it uses the method of template matching to identify the characters.2. The RGB image model is translated into HIS image model, separately analyze the cumulative histogram of H component and S component, this operation simply realizes function that discriminate models.3 After analyzing the demand for parking time billing system, this paper uses C#language to develop and design the system, using SQL server 2008 to establish a database. And finally it makes use of ASP.NET to realize the interaction.This paper gives a comprehensive introduction of the system,including the whole plan, hardware structure, software design, software debugging.4. The last part of this paper summarizes the system puts forward the corresponding improvement against the shortcomings and makes a prospect for the development of time billing system.This system uses computers as the management platform, comprehensively applies the automation technology, image processing, pattern recognition technology and database technology to the parking lot. The parking lot time billing system isproved safe and stable through the testing and commissioning,which improves the operational efficiency of the parking lot.
