In many media, television, communication strong guiding force and influence on the audience. Based on the reality TV show, played a role in shaping the social structure and cultural forms. However, the current Chinese TV program is driven by commercial interests, entertainment tendency than ever to go beyond. Some programs not only superficial, impetuous, perceptual, vulgar, but also by a large number of replication, the homogenization of program full screen full. Fundamentally speaking, the essence of the mainstream culture, and advocate the pursuit of the ultimate spirit of traditional culture is the phase deviation, and cultural reality, is not consistent with the historical responsibility. The value of the pursuit of TV culture with the present situation of the evaluation system of the TV guide and management are inseparable. Therefore, the social responsibility theory as the theoretical framework, and to try to solve two problems: what are the 1 dimensions of social responsibility, the media in our country? 2, in this dimension, we should build a what kind of TV program comprehensive evaluation system?As a piece of construction paper, author, on the basis of previous studies, first combed the evaluation system of the domestic and foreign TV programs. The author believes that China’s social responsibility of the media should adhere to the party and the people of the principle of unity, adhere to the social benefit first "double effect one" principle, adhere to the media political function, economic function and cultural function of the three principles of unity. Next, the author interviewed from Tencent, the work network, Phoenix, the Beijing News, the newspaper, people’s daily, Legal Evening News, CCTV and other several media nearly 30 journalists, record the respondents about the social responsibility of the media presentation. In depth interviews, the author also asked respondents to complete an interview, open questionnaire, further summarized the important matters of social responsibility of the media of the respondents described in interviews, in order to ensure that the author can truly and accurately record and understand its meaning. Through in-depth interviews, questionnaire survey method, the author sums up the theory of social responsibility in our country under the nine dimensions, and formulas are given. But because each type of program has different, therefore, the author does not give the fixed weight of each index, determines how much weight should be the actual situation.
