With the completion of national forest "a map" and the development of the forestry informationization, forestland annual change survey will be the mian work to maintian the current trend of national forest "a map". Forestland annual change survey is an annual survey about forestland range, utilization of protection and management attributes, which is a important work to improve forestland monitoring capacity and strengthen forestland protection. Establishing forestland annual change information management system have a realistic and long-term significance for improving the forestry level of information and scientific forestland management.This research started from the demand of forestland annual change survey and forestry information construction, through researched the current status of forestry information management system and analyzed the shortcomings of current forestry resources information management system, based on software engineering, forest management science, remote sensing (RS), geographic information systems (GIS) technology and database technology, supported by B/S and C/S hybrid architecture. According to the needs of the forestry unit analysis, designed the system and database, proposed a series of solutions to solve system’s key technologies, integrated system application on the basis of the current mainstream technology, achieved science management about the annual change of forest information. Content and results of this study are as follows:(1) Determine the connotation of forestland annual change.Elaborated the connotation of forestland annual change such as forestland change reasons, content, sublot, policy and so on, combed the forestland annual change process, provided a conceptual model for managing the forestland annual change information in high efficiency.(2) System analysis and design. From the user, performance and functionality three aspects, analysed the forestland annual change business requirements and designed the overall system and database, including the development goals, development principles, development patterns, operational framework, architecture. Based on B/S and C/S hybrid architecture model, system can play their resptective advantages, which is the optimal system architecture. Oracle 10.0g and Oracle spatial can realized the spatial data of SQL query, it’s the best database platform.(3)Key technologies research.Through designing or feferencing relevant methods, solved the technical problems in the process of system implementation. Among the key technologies, Flex technology mainly provided fast response and rich interactive experience; map rapid loading technology greatly improved the efficiency of map browsing; data service technology provided function changed the information into the service. Besides, systems opened related service interface, laid the groundwork for the expansion of the system.(4)Develope the county forestland annual change information management system. Based on hybrid architecture, key technologies and modular technology of system integration, system achieved scientific management of forestland annual change information and meet the needs of the forest data editing and thematic mapping. And system can also implement the fine management of forest sublot by making the change froestland located to its original place.The test result shows that the system realized the fine management of forest sublot and efficient management of forestland annual change information, improved the level of forest resources monitoring, it could provided data services and technical support for decision-making based on forestland annual change.
