With the ongoing advance of CERNET and computer technology, office automation system in technology and application has developed in a higher level, which has been deemed a symbolic sign in modern society. Office automation system within university community is registered the most urgent one of those constructions. Setting up a system may result in such considerable improvements as in office conditions and settings within the university community, in staff's release from burdensome office routines and in enhancing working quality and efficiency, and what is more, the process of a standardized, scientific and networking administration in the university can be speeded up. It promises positive effects in the course of promoting educational informationalization of higher institutions.First of all, The article introduces the background and significance of OA,the national development and overseas of OA along with its correlative technology. Then, the research intends to include in a study concerning operational discrepancy and existing problems of various OA systems within different lines and institutions particularly in medical institutions; in response to the comparative results of popular developmental tools and systematic structures a complete set of OA projecting plans is made; in viewof both the administrative needs and the needs for exterior contact in Guangxi Medical university, an OA system based on Web in Guangxi Medical University is to be developed using Internet and ASP developmental technology in Browser and Server mode. Finally, the paper summarizes the present work and look into the future of office automation system.The system itself is an OAS of integrity based on Web, It is the core embedded into the OA system with 14 functional modules installed: working program, notification administration, office files management, work exchanges, news releases, personnel resources, president or secretary-in-chief mailbox, resources management, routine information, communication supervision, work attendance recording system, mailing system, system setting and help system. The system is of great theoretical and practical implications. Such a system will satisfy the routine needs of handling daily procedures and rituals with greater efficiency for university senior executives, effectively facilitate all kinds of jobs for university heads and chiefs of every department and division and promise between offices a real coordinated work flow. The OA system will make available swift work efficiency and an ultimate paperless-office process is thus carried forward in medical institutions.
