With the accelerated pace of informatization, computer technology and wireless communication technology has been continuous innovating and developing. In recent years, because of the maturity of mobile phone hardware technology, smartphone has been the most important carrier of the mobile Internet. Along with the continuous renewal of information technology environment, significant changes have also taken place in the way to learn that from digital learning (E-Learning) to mobile learning (M-Learning). Life-long learning and constructing learning society, coupled with the rise of the ubiquitous computing and ubiquitous network technology, the ubiquitous learning(U-Learning) has got more and more attention and gradually become a hot research topic in the field of education technology.Ubiquitous learning is a learning style that any person can get the information they need through the intelligent terminal equipment at any time, any place. This paper introduces the research background, analyzes the subject of the research situation at home and abroad, as well as the research methods and significance. By learning the specific concept and pattern of manifestation of E-Learning and M-Learning, and by consulting the current research situation of U-Learning, it analyses and makes a comparison on the trait and relations of different kinds of learning strategies at different stages. At the same time, based on the theoretical research, it established U-Learning platform, which is based on the mobile terminal.This study which relies on the university campus for teaching environment takes college students as the main body. After analyzing learning environment, resources and characteristics of the ubiquitous learning platform from the angle of teaching model of University, this paper expounds the method and technical route of system development. Then, it determines the developing and running environment according to user needs and feasibility analysis. It designs the overall architecture, database structure, each function module and interface of the learning platform. Use the SSH framework to develop server and Android platform to develop client software. The system function of the learning platform contains school dynamic news, course information, online video and document download, compared with the current U-Learning platform, this platform provides rich functionality for users in the mobile client. Because the early development of the system is focused on the function of the platform, there is no detailed design on user experience and software interface or other details, it needs to be improved in the further research and development in the future.
