Scientific statistics (SS) is one important part of CAS scientific research management. Under the circumstance of the informationization has penetrated into the each field of national economy, taking advantage of the information method to deal with the complicated data that generated from scientific management, provide the statistics data to users and finish the national statistic works, which has been the necessary statistics model during the information age. In this paper, the Internet thinking is combined with the needs of CAS’s management and the actual users, the specific statistics indicator system owns the managing functions which were conducted based on the national science and technology statistics indicator system, and effectively reference to the scientific managing data resources. Based on above information, we design and develop a SS service platform supports to collect, gather, process and analyze the scientific statistics information, users services are the core-value, which could bring much convenience to the statisticians and improve the work effective.The research object in this paper is the SS service platform with the Internet Thinking. By analyzing the present situation of the scientific statistical system and the status of statistical informationizaiton and whose development trends, taking advantage of the user-thinking, iterative-thinking, data-thinking and platform-thinking, a SS service platform is designed to satisfy the need of scientific statistics and provide the statistics data to users. The requirement analysis is discussed with business department based on the needs of scientific statistics, the statistics index and the system’s functional requirement of CAS. The format of all kinds of reports was conducted according to the statistics index. The sources of data and data uploading were obtained from the specific departments. After finishing the above process, it moved to organize the business flow and design the system functions according to the specific requirements, includes the data extraction, set the basic information of each business department, data inputting and query. Designing the system structure, the data-flow and data base used the new generation informational technology as the Big-Data Technology, the Clouds Computation Technology and the Mobile Application Technology. Achieving the system with Java and Htm15and demonstrate running the system. Have the statistics system repeatedly tested and modified after finish developing, involved the relevant business departments to test the, the entire designation process and implementation finally completed.The scientific statistics service platform not only satisfies the users’ need of simplifying the data uploading operation process but also has the statistical data information managed by statisticians. In addition, it makes the reporting process of statistical data more standardized by the methods of information technology and plays an important role in achieving effective management of scientific statistical data.
