In recent years, the attention of the state on development and utilization of land resources is very high. The documents of strengthening of land and resources information construction were issued several times from the Office of State Land and Resources. Laid the foundation of the pre-construction land, approval, supply, compensation for expropriation of cultivated land and other supplementary information foundation work after a data center of City and County of Land and Resources was established.Lifecycle is a characteristic of homeland business. There are a strong correlation between business data at all stages, so it need to fully consider the relationships between multiple databases to implement various topics database synchronization update at same time. In order to achieve the city’s land resources pooled data set storage and formation of "a map" of the city’s land resources survey, planning, the three business network of resource land, business extranet of citywide municipal, county(city, district) was established.Moreover, the overall land use planning, approval of construction land, cadastral management information system was completed, and a unified e-government platform based on reserve land, land consolidation, land and law enforcement systems was developed. Finally, the whole process of major land management business was basic realization.Business research was first conducted according to the general process of software in th is paper. Office optimization process was confirmed by analysis and summary of the content and scope of system construction according to the actual work program, and ultimately achie ve the degree of ease of use. The basic platform of company development was used during th e development phase for set up data forms and business processes. Surveillance data was used online analytical techniques to effectively monitor, and according to the software developmen t process repeated testing for improve data relationships between the various subsystems. As well as ease of use and stability of the system design and optimization to achieve the "approve,supply, use, supplement, check" whole dynamic regulation process of construction land.To realization the depth of mining resources of the Regulated information of construction lan d, dynamic monitoring and management process, standardize the examination and approval m anagement practices for improve urban land management in a scientific level after realization the "appeove, supply, use, supplement, check " data integration projects integration of constru ction land.
