The Legalization Of Government Counter Measures To Network Public Opinion Events

Nowadays, our country is in the process of social transition, facing many kinds of unexpected social contradictions. With the rapid development of the Internet, network has become an important way for citizens expressing demands and participating politics in social life, and also provides a convenient way for the transmission and amplification of social hot events, which increases the possibility of social conflict. In recent years, the increasing of network public opinion events which affect the government image and credibility, brings great challenges and shock to the government in social administration. How to deal with network public opinion events effectively has become an important topic for government to study.Through the literature search, case studies, comparative analysis and other methods, this paper focuses on the network public opinion events and studies on coping strategies. In addition to introduction, the full text has three parts. In the first chapter the paper defines the concepts and characters of network public opinion events. With the analysis of typical cases, it induces the formation mechanism and incentive of the network public opinion events. The second chapter expounds the meaning of government counter measures to network public opinion events, and by the comparative analysis of cases in recent years, sums up the existing problems of government in dealing with network public opinion events. The third chapter puts forward some conclusion on the legalization of government counter measures to network public opinion events with tentative explorations.This paper discusses the principles of government in dealing with network public opinion events, such as rights safeguarding, the legality and rationality of administrative powers and information openness. And then puts forward the fundamental way of legalization, which is to perfect the legal environment of network public opinion. Also proposes to establish and improve the network public opinion monitoring guidance mechanism, emergency news release mechanism, media management mechanism and network specialized agencies system as concrete measure of legalization. At last the paper suggests to set the accountability mechanism. I hope the paper is useful for the legalization of our government to respond to the network public opinion events.
