Now, enterprises lay emphasis on informatization and promoting their level of management. More and more enterprises use geographic information system technology,communication technology and computer technology in their management system. What’s more, the combination of hardware and software technology has become a new trend of enterprise information management. These not only greatly improve the degree of enterprise informatiization, but also make the management of enterprise more efficient. Northeast oil pipeline company undertake the work of emergency repair and troubleshooting and technical support for northeast Pipeline network. So the work efficiency, business specialization degree, fault handling speed, plan operability and other professional qualities of Northeast oil pipeline company have a big effect on the safety of pipeline production, related transactions and the owner’s satisfaction.The Communication Operational Maintenance system use popular computer technology such as Web,electronic map,CTI and data base, combining with the actual business needs of Northeast oil pipeline company,to establish a system that can provide active maintenance and management. the system make the daily maintenance management and fault management as the main business module. Which can realize informatization of troubleshooting process, electronic informatization of security plan, procedural of basic management, automatic of examination,guarantee communication throughout the entire network, extensibility of system structure, etc. This system is based on open source Web application framework SSH(Spring, Struts2, Hibernate)and adopts b/s structure,the system has clear structure, good reusability, low cost and convenient maintenance,, etc.Electronic map has many functions,including measure, spot shot, the query of correlative sites. Voice card has the function of daily phone reports,failures phone reports and Audio conference,etc. The system is mainly divided into five major business modules, daily maintenance management, application subsystem, fault maintenance management, equipment parameter with spare parts management, and document class information management, each one is divided into several sub module.According to the software development process, This article introduced the system in detail, including requirement analysis, system design, system implementation and testing.
