With the continuous deepening of e-government information construction and development, islands of information business systems in the past have been unable to fully meet the Government’s changing, public needs Government departments at all levels to provide a more flexible and convenient information service, information sharing requirements within the Department and between departments is all the more urgent, reduced duplication of information management and improve productivity, become increasingly important. In order to address the above issues, it is necessary to take certain measures and measures to integrating independent data coming from various systems, open sharing of data.This article on how to get rid of islands of information for research and practice. First briefly introduced in the development profiles and the latest developments in the field of e-Government, followed by introducing a service-oriented architecture (SOA), as well as construction SOA systems need to use the theories and techniques, such as Web Service, ESB, and service directories, and more. Then analyzes the demand of e-government data exchange, and determine the objectives and principles of platform construction. Combined with platform requirements and SOA design concepts, the application system information resources from each department and each line as a service, the service is registered in the platform, can be found, and governed by management, Based on this idea the platform design and architecture.The fourth chapter focuses on platform implementation, based on an existing design, the key lies in:directory service, data exchange based on ESB and unified service management platform. Among them, the service directory as government application access center, which also provides storage, display, retrieve and manage for services, and povides the ability to register, consumption and governance for the different roles. Enterprise Service Bus (ESB) is the keel of resources shared Exchange platform, through the database, files, XML, WebServices, JMS, and other technologies and protocols to access ESB to achieve the purpose of information sharing, then focus on several common data exchange scenarios; unified service management platform is the end-user’s operation and maintenance management tool, which used to monitor and manage the service bus, service catalogue and the platform itself, it also provides service monitoring, and statistical analysis, user and permission management, log management, application security, auditing, platform parameter configuration function and other functions. In the fifth chapter, Summed up the value which the platform bring to residents, enterprises and e-government construction, then analyses the existing problem of the present stage and prospect for the future development.In short, the paper analyzes the demand for e-government resources shared Exchange platform and the characteristics of various exchange scene. according to the concept of service-oriented architecture, design and implementation of SOA-based E-government resources sharing platform. Under the support of this platform, the utilization of e-government information within the region significantly improve, achieve business synergy and effective integration of e-government regional service and data.
