With the rapid development of "Smart tourism", people raise new requirements for the construction of tourism information service platform. The tourism industry has a strong relationship with geographical space, and GIS is widely used in tourism. GIS has become a powerful tool for integrated management of the tourism resources and information by using GIS’s powerful spatial data manage and analysis function. The Web geographic information system that constructed with GIS and Internet technology can share the geospatial data through the Internet. The system constructed based on B/S architecture has good interactivity and user experience, it can not only provide information consultation and guide services for tourists, but also provide decision support information for tourism management.Most of the existing tourism information platform of the tourist cities and the tourist destination lacks the service of geographic information. The map service providers cannot make accurate navigation within the tourist destination. So, many tourist destinations began to build their own GIS systems with their own tourism resources in different levels. And the map navigation function is an integral part of the system. Therefore the development of scenic map navigation · system has great practical significance and market application.This paper first analyzes the ArcGIS Server, Flex and other technology’s characteristics and advantages, and studies how to using ArcGIS platform to publish map services and how the Flex client calls the ArcGIS Server service through the REST framework. Secondly, the paper do a thorough research on the key technology of scenic navigation system, including map interactive, map query, buffer analysis and path navigation. According to the characteristics of tourist destination, the path navigation about no topological relationship spots has been carried on research and analyzed in detail. The system also designed the tourist routes; visitors can make their own customized tourist routes according to their own needs.Finally, this paper applied the development methods to the "TianYaHaiJiao" tourist destination and developed a navigation system based on ArcGIS Server. The system has map browsing, map query, path navigation, multimedia and scenic panoramic display function. This navigation system has a friendly user interface, responses fast and has strong interaction and easy to deploy. The scenic navigation system can improve the service level and the economic development of the tourist destination.
