ArcGIS technology, well known for its large data storage, plays an increasinglyimportant role in resource management, urban planning, land management, trafficmanagement and so on. The constant breakthroughs in computer technology and theimprovement of other related theories and technology make ArcGIS technology moreat ease in the mass data storage, processing, expression, display and data sharingtechnology. Accordingly, we not only form a networked, distributed, multimedia GIS,but also achieve the design of an open GIS environment in order to achieve resourcesharing, data sharing. Unlike a single graphical analysis and processing functions, thecurrent GIS technology spares no effort on the complex decision-making support,providing a visual decision-making environment-friendly environment. This thesisaims to fulfill industry needs with close links in emerging technologies and traditionalproblems in certain fields, applies practical techniques to industry sectors, to achieveGIS and decision support systems (DSS) integration.ArcGIS proposed ArcGIS API for Flex in2009, oriented to RIA developmentbased on ArcGIS Server. However, it was not popularized at that time because of therestrictions of Flex. At the same time, the well-known flash technology counted a lotat the market share for its integration ability of video and audio resources and theexcellent experience in alternating operation. While most terms such as film editingand the time line were only known by the art designers, differing from the thinkingmode of programmers. The flex technology came to being so as to make flashdevelopment convenient for programmers. The paper aims to import the concept ofFlex into the field of GIS, which can not only improve the user experience, but alsomake it easy for the programmers to participate in flash making.Based on Flex technology, Jave EE technology, ArcGIS and other aspects of the highlighted technology, the paper finishes the design and development of theminimum land tax management prototype system based on Flex and Web Servicestechnology. In the design process, a distributed framework for Java EE technologymakes presentation, business logic and data persistence layer separated in the designpatterns of high cohesion and low coupling power; In the presentation layer, Flextechnology is used to build fast and convenient interface; In the business logic layer,Web Services technology helps for asynchronous processing of the user requests. Thissystem can achieve piece of real estate transactions in the area and the base pricemanagement, as well as the map location, thematic map production. Besides, it serveswith visual interface to provide technology support for managers so as to ensure thescheme formulation and decision-making evaluation more comprehensive andintuitive.
