On March 17,2009, the state council had put forward the "opinions on deepening the health care system reform". It pointed out that to establish a "four in one" basic health care system covering both urban and rural residents and provide the people with secure, efficient, convenient and affordable health care services was one of the overall goal of deepening the health care system. The reform plan on deepening medical and health care system which put forward during the period of "twelfth five-year" pointed out that efforts should be made to support the standardization in the construction of the basic health organization, such as village clinics and township health centers and quicken the informatization of grass-roots health care service system. At this stage, the development of grass-roots health center was one of the most important tasks for the health care reform of our country. Through the construction of the basic health organization and optimization of working procedure, standardization of business operations and organization of business dates, the township health centers could ensure that various work shall operate in an effective and well regulated way.Pass survey analysis, we discovered that there existed some problems in the hospital information system of the township health center in Zouma Town, Hefeng County. The problems were listed as follow:1. imperfect function, independent module and lack of effective information sharing in the existing systems; 2. lack of intelligent operating platform to the clinical workers; 3. a high degree of rework among departments. Aiming at solving the above problems, the authors designed and developed a management system.Firstly, based on a sufficient investigation and study on the development of HIS at home and abroad, the authors analyzed the related technologies of HIS and chose an optimum technical strategy in consideration of the present operation mechanism and program of the hospital. Considering the immobilized user and the rapid response of the system, the authors selected a C/S development model and the PowerBuilder as the front-end service platform and the Oracle as back-stage data base management system. Secondly, according to demands of each department, the thesis analyzed the overall business process and individual business process of each department by UML. The UML use cases of each sub-systems were also shown. In addition, the thesis worked out the principles of system design and the overall design and determined the system structure and data flows. The system was divided into six sub-systems:out-patient management, inpatient management, drug management, check management and hospital management. Moreover, the combination of structural life cycle method, prototype method and objective oriented method was used by the authors. Lastly, the authors took the database design of inpatient management for an example. Furthermore, the authors built the data model of sub-systems of the out-patient, which was shown as E_R diagram, and transformed it to the relational data model and optimized it. Then they obtained the detailed database table structure.The electronic medical records management, which shall the same database with information management system of the hospital, had been embedded into the inpatient management subsystem in the new system. This case had improved the phenomenon of information isolation and realized the data sharing. Moreover, it had integrated the ICD-10 code system into the HIS, which made the medical workers update the medical record in time according to the treatment of patients. The system had set the permissions for different users and ensured the security of data. The system had achieved various data manipulations via data window, optimized human-computer interface. The authors designed many independent modules and achieved the special requirements proposed by the hospital, such as search module of multiple combination, independent selective module of printed pages and etc. Furthermore, The OCX, such as a calendar control, was also added. The system had realized the systematization and integration of the medical treatment. Since the system come into operation, it run well and reached the design goal.
