Information literacy is a essential quality for social members in information age, it is also the ability of survival and development for college students when they graduated from school. In order to improve the effect and efficiency of information quality education, many scholars actively trying to apply new technology, new method and new idea in information quality education, so the combination of information quality education and the game arises at the historic moment. Using the advantage of digital game to develop information literacy education is a new opportunity for the development of the information literacy education, and it also causes the attention of more and more people. However, despite the education value of digital information quality education received the affirmation of the learner, the successful finished product of information quality education is very little, its usage and use effect is not satisfactory.The challenge and skill balance is one of the most important dimension to reach flow experience, therefore, how to start from the characteristics of information quality education and to analyze the information quality education game challenges and skills equilibrium strategy design is a focus in the study of this article. The purpose of education game is to guide each student to fulfill the learning goals, it urgently need some design strategies to attract students player, and the balance between the game’s challenge and the player’s skill is the most important factor to ensure the student players to keep the interest in the game.This paper firstly analyzed the related literature at home and abroad, and then figure out the basic concepts, the characteristics, the influencing factors, the main theories and models of the challenge of the game and the players skills, and treat it as the theoretical basis of the design of information quality education; Then through the analysis of three cases, a game "Flow" which used to realize the dynamic adjustment, a game " Spanish cognates bubble " based on the dynamic adjustment mechanism and information literacy education game "BiblioBouts", to found good design approach and method from three different forms of game case, and combined with the content of the information literacy education to sum up the strategy between game challenges and balance skills in information quality education; And then define the detailed teaching content of the "knowledge factory" game, complete the teaching design and game design according to the characteristics of the teaching goal, content and so on, we introduce the challenge and skill balance strategy to the design and development of information quality education, and build a relaxed game learning atmosphere for player combined with the player’s skill; Finally, define the challenge and skill balance strategy of the information literacy education through the research of education game challenges and skills equilibrium strategy design theory and information literacy education teaching theory, and under the guidance of the above strategy to develop an information literacy education Game called "knowledge factory" based on Game Maker software, And a iterative testing was carried out on the game, then tests the effects of the game by questionnaire and assesses the actual effect of challenges and skills balance strategy in information quality education.The tests in this paper includes the first round of testing and secondary test, the results of the first round of testing is the basis of the secondary test, we constantly improve the iterative design and development of the information quality education game "knowledge factory" to achieve better learning effect.
