Power system communication network is a very important part of the grid, and communication resources management is significant to improve the self-manage capability and enterprise competitiveness of the dispatching and communication department of the power system. In order to satisfy the need to construct the communication resource management system, this paper analyses how to design and develop the communication resource management system of Power Supply Bureau of Nanning.The paper first studies the basic design concept and the architecture construction of the communication resource management system of Power Supply Bureau of Nanning. The system architecture is consists of three parts:acquisition layer, service layer and application layer and all of them used the SSH frame techniques as the basis. According to the situation of interfaces, JAVA and Perl techniques are used to realize the acquisition layer respectively, and according to the specific functional requirements, GIS and FLEX techniques are used to achieve related function services in service layer, and Java technique is used to develop the application layer uniformly, providing web service interface at the same time. Then, this paper studies the function design of the resource management module and centralized monitoring module. In the communication resource management system of Power Supply Bureau of Nanning which is consists of function module, support system and interface module, the resource management module and centralized monitoring module are the core of the function module. Resource information management, resource allocation management and the graphical management of resource need to be realized in the resource management module, and, to the centralized monitoring module, besides it need to realize the most commonly used function of the system, what is more important is that is the most critical foundation of the dynamic resource management.With the construction of the system, the safety and stability of the grid could be ensured and the communication network could be managed efficiently and uniformly. With the construction of the system, the efficiency of the operational maintenance of the power supply bureau of Nanning could be raised effectively, bringing obvious economic and social benefits at the same time.
