With the prevalence of mobile communication technology, telecommunication network become more giant and complex. Accordingly, Network-Management becomes very important nowadays which acts as a key technique for system well running. In order to increase economic benefit and utilization of network resource, avoid resource partition and improve quality of service, maintenance and management is very necessary. Consequently, construction of Integrated-Network-Management System is turning to the most required and important target for telecommunication network development.This paper is based on the background of Shaanxi Unicom transmission network. Considering the situation of present telecommunication network, we propose detailed analysis of both the necessity of Network-Management-System, and the difficulty of fault management. With the idea of TMN framework, we discuss the system architecture of Network-Management-System of Unicom, and propose a multiple transmission sub-system network information module, which employs CORBA, XML, JAVA etc. techniques. In the same time, according to the current operation status of Shannxi Unicom, we analyze the requirements and objectives of fault management, provides an Expert-Fault-Analysis-And-Management-System(EFAAMS), which is a effective solution to real-time fault collections and management for various fault issue. Currently, EFAAMS is successfully applied to the network management of Shannxi Unicom. Furthermore, it reaches the target of integrated management of fault. With the rapid development of system integration, further research of fault management will also provides theoretical and technical foundations for the evolution of OSS and BOSS.
