The traditional law enforcement is based on paper and uses document to storage data, which is complex and inefficient. With the development of network technology, the law enforcement system is also turn to information construction. Many departments and institutions formed their own platform, used for handling day-to-day affairs. And based on the development of mobile communication technology and embedded system, mobile application is becoming more and more widely, provides a prerequisite for the mobile law enforcement. Current mobile applications of law enforcement focused on the fields such as public security, transportation, industry and commerce, relying on the good network environment of main city, can realize real-time data processing. But in a larger range of mobile space, the network become more complicated. Take account of the mobile office demand under the bad environment, need to change from the traditional centralized architecture to quasi-distributed system.Due to the restriction of factors such as network condition and its own resources, mobile device can’t guarantee real-time network connectivity. The local side needs storing field data first, and upload it to the server when under the good network environment, while also get the new data from the server. For the sake of data consistency and integrity, adopting data synchronization technology is a good strategy.This pager is based on the mobile enforcement subsystem in the project of Ningbo agricultural inputs wisdom regulatory system. The system serves the law enforcement officers in the agricultural sector, to facilitate its use, we made a good design and optimization. In response to the particularity of mobile environment, study and put forward a kind of data incremental synchronization mechanism based on double timestamp, combined with the group strategy, to provide a feasible solution for mobile data replication. It not only guarantees the data consistency, but also provides a new idea of system level extension, and the experimental result shows that set a reasonable batch transmission unit can effectively improve the reliability of the synchronization mechanism. Finally we realize the mobile intelligent terminal system of law enforcement and assist field operation.
