At present, the law enforcement governmental agencies began to widely use thenetwork law enforcement system, through which the fairness, justice and publicity oflaw enforcement can be ensured, and through which not only the social public can querythe law enforcement conditions of government agencies through the network, but thelaw enforcement personnel may also take advantage of the convenience of network toreduce a lot of tedious work and improve the working efficiency.And the public security and fire control institutions of our country also graduallystart using the fire supervision and management system to carry out law enforcementactivities; however, many bottlenecks are exposed during the using practice. Forexample, the fire supervision and management system is developed in a very short time,so the application functions cannot meet the requirements of law enforcement; thewhole law enforcement system can only be adopted within the public security network,and it is isolated physically from the Internet so that the wireless mobile enforcementcan not be achieved, the real-time access to data at site for law enforcement can not beachieved, the law enforcement evidence can’t be input in real-time, the legal documentscan not be issued on the spot and etc. As a result, the law enforcement officials arereluctant to use the computer system to carry out the law enforcement activities, thus itis difficult for the supervision and management system to be popularized, and it canonly be used in a small range.In view of the above problems, a set of mobile enforcement system is constructedin this thesis based on3G wireless communication platform, and the extension andexpansion of fire information network based on3G and other public networks arerealized, to provide mobile information services in a variety of ways for the fire lawenforcement personnel such as information uploading, information retrieval, firesupervision and law enforcement, issuing and receiving of supervision and inspectiondocuments and mobile office, etc., and to provide accurate, reliable and timelyinformation support for the decision-making. The scheme optimizes the fire supervisionand management system based on B/S platform, and makes the fire supervision andmanagement system integrate with mobile law enforcement terminal combined with thethird generation mobile access technology. During the process of wireless Internet access, using mobile VPN technology, combined with other kinds forefront technologieson mobile communications, information processing and computer network, such as thewireless communication, database synchronization, identity authentication and networksecurity net, etc., and based on the private network and wireless communication, amobile office mechanism across networks and across geographical locations is providedto the fire supervision and law enforcement personnel. At the same time of lawenforcement with public network, the internal and external networks are isolated safely,the format checking and data filtering are achieved, so that the safety of the publicsecurity information network is ensured.Practice has proved that this project will be deployed in the mobile intelligentterminal equipment based on the client software of VPN security access module, to fullycover the fire supervision and business management requirements. During practicalusing, law enforcement officers can login in the fire supervision and managementsystem for online office at any time, so that it can meet the diverse needs of the lawenforcement, improve the efficiency of fire supervision and management work, and canbe applied to frontline fire supervision and law enforcement process.
