In the 21st century, online collective action keeps increasing. It has become the focus of academic analysis of media and social relations, also reflects the people’s demands and the government governance capabilities. Since 2007, Xiamen PX incident broke out, PX event is not discontinuous, public opposition, the government’s compromise as starting point and end-result. Comprehensive analysis of the flow of people how to use the Internet media is the key of government to guide public opinion and dissolve the anxiety.This study based on the online platform, combining with the theories of framework, resource mobilization theory, social constructivist as its theoretical basis, and select the series of PX events as a sample to comparative research. Displaying the impact of social background in online collective action, as well as online collective actors to use the media construct a framework for action, choice action repertoire, access to resource of action, and the whole process to struggle, which reveals the inner logic of collective action. Meanwhile, the study of online collective action will rectify the static, morbid analysis mode, breaking through the psychological analysis of over-reliance on research tradition. Through the mainstream theory of collective action to carry on the dynamic analysis, explore online collective action logic and strategy. This study analyzing the action of structural background, Sort out the "mobilization model" as a model and combined with "PX" events, that for incremental analysis of collective action include collective action, objects and resources.The study found that the current online of collective action repertoire in succession development actors for the media, the choice of action repertoire is the result of rational thinking. On the one hand, online collective actors use of petitions, letters and other legal channels to express their demands, to safeguard their own interests; on the other hand, they seize the moral platform, combine with the "rightful resistance" and "emotion resistance" together, shaping and strengthening their "weak" image, intensifying confrontation between the government and the actors. Meanwhile collective actors make good use of internet to access the social resources, particularly good at using the authority of the media and celebrities, appeal to legitimize their actions, make the private interest demands to the value of the demands that ensure the realization of operational goals. At present, this study further reflection on the functions of the government departments in dealing with the problems of online collective action, for the government functional departments of media public opinion guidance, properly handle network provide countermeasures for collective action.
