With the development of information technology, electronic document became more and more popular because of its low cost and easy preservation. On the other hand, there had been an explosive growth of information needed to be managed by enterprises. XinHui software corporation is a private enterprise built in 2005. In the past 8 years, the business scale was continually expanded and the information share with partners became tightly. However, the current electronic document management system can’t be flexible expanded, breakdown and cross-border shared and thus can’t meet the demand of the information share among partners.In addition, the current system can only create and operate electronic documents of its own format, which makes the corporation became information isolated island. Constructing a flexible and shareable electronic document management system with multiple document format supported had become a problem which is urgent to solve.The document system is based on the project of electronic document management of XinHui software corporation. Firstly, the insufficiency of current electronic document management system is shown and the necessity of combining the system with Amazon Elastic Compute Cloud is illustrated. Furthermore, the document dispatching and content management in electronic document management system based on Amazon EC2 are discussed and the core flow for document content recognition and the data exchange for multiple-format document are analyzed. Then, the cloud-based system structure "DB Server+File Server+Core Engine" is proposed and some subsystems such as "file management" and "data exchange" are designed in detail. The key point in this paper is to design the process of format conversion and to discuss the advantage of cloud computing in converting efficiency and flexibility. Finally, the stability, scalability and the economic benefits of the system are analyzed.
