With the development of media service, streaming media's system architecture evolves from the original single-server structure into the complicated one. It's the need of streaming media's evolution to introduce the Cloud Computing to the area of streaming media living. The Cloud Computing Platform has the function in load balance, this can solve the access bottleneck problem of streaming media server. By the Cloud Controller, the users'requests can be distributed to the certain number of servers. Besides, we can use the technology of elastic compute cloud virtualization to increase or reduce the amount of streaming-media server dynamically.This paper introduces the present development of streaming-media living and elastic-computing; the key technology such as the protocols, architecture, transmission mode, etc. It also analyzes the hierarchical structure of the Content Delivery Network which is now used widely. The original CDN architecture is combined with the idea of elastic compute cloud, through this way, a stream media distribution network-model based on the edge cloud is designed. It adds the features of elastic extension and virtualization, etc. It studies the encoding technique MPEG-2 deeply, which is used by digital TV transport. And it implements the MPEG-2 by the plug-in, it adds it to the stream media accelerate living system. By means of this, it makes the system support the MPEG-2.Besides the model, this paper also elaborates each module in the system, including the processing procedure and the relational coding or decoding technique. This system utilizes the Java Media Framework to program, which is provided by java. It implements fundamental functions, such as receiving the client's cloudy requests, distributing program content, pushing data to the edge cloud, making users receive and broadcast media stream smoothly. Additional, it extends the encoding pattern from the MPEG-1 to the digital TV encoding MPEG-2.
