With the rapid development of information technology, the education industry gradually pay attention to the construction of management information, and to improve the ability of management and service through the establishment of plenty of management information systems. In 2012, the national ministry of Education started the information system project of educational services and supervision, this project includes 22 information system of business management, which can analyze comprehensively the functions and features of various types of management information system and find the control hub which is required to realize in all kinds of management information systems, that is the user authentication, user authorization, and the management of public resources in the system.In order to improve the general model and code reuse, ensure the integration of service and operation between subsystems and reduce the integrated cost of the information construction project in the educational services and supervision system, it is imperative to research and implement a unified business service platform system which is suitable for the educational industry. This system construct and realize the management of the unified user identity authentication, authorization and public resources. It is a general platform system based on B/S architecture, and be compatible with various types of operating system, application server and database server environment. Firstly, research and analyze the system requirements collected from various of management information systems about user identity verification, authorization and public resources. Secondly, work on the overall design and detailed design, develop the system function prototype, and determine the final version of function prototype according to demonstration, review and modify the work iteratively. Finally, carry out the development work of the universal service platform of system. In this way, it can improve the development efficiency and user’s satisfaction, and make sure that business information systems of educational industry can operate safely, effectively and steadily in the integrated support environment of unified user management, data standard and technical architecture.For the system development, several key modules are involved such as the organization tree management, role management, user behavior audit management, single-user registration management, personal settings management and global strategy management. For the system design, interface design, conceptual structure and logical database design are also required. The system apply to the advanced technology systems related to J2EE, by providing a wealth of secondary development interface with powerful configuration management functions, so that the whole system has a good flexibility, versatility and scalability.Research and implementation of the system provides a better support for the construction, integration and operation of education management information system. It also can reduce the development of repeat, lower the project risk and development costs.
