Design And Implementation Of Geographic Information System For School Construction Plan In Shandong Province

The reasonable school construction is the basis of balancing education resource. With implementing of the outline of the education planning, different levels of government increases the investment year by year, and the scale of schools are expanding with better quality. Due to the reasons of economic, geographic and historic, the problem of unbalanced development among different levels and different types of school. There are huge gaps between different areas, urban and rural, interschool. Some of the schools has the problem of unreasonable geographic layout and unbalanced education deployment; some of them does not reach the standard of school running; some of them has oversized scale and the exceeded number of students; some of them has places with extra size, idle or occupied illegally; other expands the scale too fast to make the ratio of teacher and student out of balance. Therefore, how to make the school deployment planning and school construction management reasonable is crucial to education planning and management branch.This projected adopts, based on education policy, city planning and geographical information system, different approaches such as literature review, social investigation and prototype. The implemented system is able to design the school construction, study the method of supervision, and illustrate the school layout and construction project information. This project promotes the education resource well-balanced and makes the construction project system informational.This thesis innovatively introduced WbGIS technology into school construction management system. By employing DWZ、S2SM、Baidu Map API open source frames, this system provided information about the project of school construction; displayed the layout maps by the character of school and type of construction. The project also designed electronic supervision approach, the system provided the functions of network application, project investiment supervision, project progress reporting, project plan proof abd document management. By the requirement of Shandong province education revenue this system imllemented the school construction management information system, and provided a platform for different kinds of school in Shandong province in the field of school construction planning and relevant projects.Currently, the system is running in its expected condition and has been affirmed by the Shandong province education revenue. This system provided informatic support for balancing the provincial resource of education, also helped the decision on school construction project management. The quality, progress and effect of the school construction project has been improved.
