The global network and information are changing people's life styles. Theapplication of the Internet technology in every field takes great changes to all theaspects in people's production, lives and work.. In August , 2002, the group leading the national information pointed out theconstruction of the electrical government affairs plays an important part in ourcountry's information work in the next period. The government goes ahead first, thenbrings along the national economy and social development in information In April, 2003, the Educational Department put forward in About the LeadingAttitude in the Construction of the Educational Electric Government Affairs that weshould greatly promote the construction of the electrical government affairs ineducational administration departments and the electrical school affairs in schools. Ithas become the important task of the educational administration departments andschools to change their managing functions, working styles and ways. It can improvethe working quality and efficiency, and form a highly efficient, balanced and regulareducation managing system. In October 28, 2005, the State Council issued The Decision About ExpandingVocational Education Greatly. The State Council stressed that people's government atall levels must put the scientific developing view into effect, and combine closelypromoting vocational education, especially the secondary vocational education, withpromoting economic prosperity, promoting employment, getting rid of poverty,keeping safety and building the advanced culture. It also stressed that we mustbuildup the sense of urgency and mission, and carry out effective ways to improve thevocational education to develop quickly and healthily. It put forward that the studentsin vocational schools should reach 8 million in 2010, about the number in secondaryschools. The students in vocational schools should cover more than half of those incolleges in 2010. The development of the electrical school affairs in secondary vocational schoolsis also in the developing schedule. The facilities are bad, the funds are very short andthe teachers lack qualified technicians in secondary vocational schools. In thissituation, how to grow the electrical school affairs suitable for their own schools is atopic worth researching. The author of the paper is a teacher who has worked in a secondary vocationalschool and knows comparatively about the present situation in secondary vocationaleducation. The author puts forward some viewpoints of his own about how to growthe electrical school affairs in secondary vocational schools. In the second chapter, the author gives the definition to the electrical schoolaffairs through the understanding to the electrical school affairs and talks about thedeveloping history, situation, systematic and logical structure of the electrical schoolaffairs. In the third chapter, the author talks about the influences of the electrical schoolaffairs to the traditional school work and puts forward the model based on serviceschain of role in the school affairs.In the fourth chapter, the author gives the design to the electrical school affairs inour school according to the knowledge of our school.In the fifth chapter, the author designs the network informational platformthrough researching the market situations in the network informational platform.The sixth chapter introduces the developing processes of the educationaladministration managing system and brings forward the model of growing thesoftware about the electrical school affairs in secondary vocational schools throughthe combination of designing by ourselves and cooperating with colleges.
