| With the convening of the Third Plenary Session of the 18 th CPC Central Committee, the Conference adopted the “Some important problems on comprehensively deepen reform decision” and accelerating the administration management system reform,the archives administration department as an organic part of national administration system facing major challenges,such as how to keep pace with the comprehensively deepen reform,changing functions, optimizing functions; how to solve the problem of the service concept, service mode and service requirements, these have become an important issue.This article using several research methods, such as normative research, empirical research and policy research,and then through collecting and reading relevant literature, depth interviews with archives managers, service providers and clients of Yidu archives bureau and 24 file room, at the same time conduct field research about the persons concerned of six provincial authorities, to understand the conditions of optimize sensing and influential factors by archives management, archives service and the needs of mass archives, to analysis the obstacles about function optimizing of the archives administratio n, then put forward targeted suggestions.The survey found that the obstacles about function optimizing of the archives administration are focused on: the infrastructure construction of archives can not keep up with the economic and social development, archives management is difficult to adapt the new situation, the relationship between sharing and security and confidentiality is not strong, archives information can not support administrative efficiency and the quality of practitioners are urgently impro ved. It recommended that a series of measures should be taken, strengthen the functions of archives department serving regional economic development democratic political construction, cultural construction, building a harmonious society, the construction o f ecological civilization. |
