In view of the domestic and foreign high pathogenicity of mad cow disease, avian influenza and other animal epidemic spread trend of serious, worldwide occurrence of major public health incidents is increasing year by year, animal epidemic prevention and control situation is becoming increasingly severe in the present situation, unified leadership, graded management, rapid response, efficient operation, prevention, control group control thought as the instruction, to to minimize the damage of sudden epidemic animal to animal husbandry and public health cause, ensure sustained economic stability and healthy development and human body health and safety as the goal, to establish the covering the basic information management, information management, epidemic prevention, epidemic disease information management of emergency command and many other functions in one of the major animal epidemic disease prevention and control command platform, realize the data sharing, visual display, department coordination, resource scheduling automation management, the system and measures to implement the animal epidemic prevention, improve livestock and poultry disease prevention and control capacity, provide grid information service for the production of livestock and poultry, disease prevention and control, emergency command.Jining City Forestry Bureau of animal disease prevention and control information management system is constructed which is based on above consideration. In the process of building the system, uses UML to carry on the analysis on the case and the function description. Among them, the use of function structure drawing and technical architecture diagram describes the overall system design framework, using the class diagram and sequence diagram describes the function and processing system processes, finally combining the idea of database paradigm design has carried on the design to the relationship and structure of the database table. This paper will also realize part of the code function are given, and gives the test cases to test the system function.The system adopts B/S structure, and realize the whole system architecture based on Struts+Hibernate technology, using SQL Server 2008 as the database server, the four function modules to achieve a vet and personnel management, epidemic prevention supervision, emergency management and system management. In the veterinary and personnel management module, the realization of the organization management, personnel management and inquiry statistics function; in the epidemic prevention supervision module, realizes the information reporting, information summary report, system evaluation, supervision and inspection, statistical information and basic information management functions; in emergency management module, the realization of the emergency resource annotation, emergency resource retrieval, emergency cases management and emergency command processing function.The major animal epidemic emergency command platform to build the function covers basic information management, information management, epidemic prevention disease information management in the integration, data sharing, visual display, department coordination, resource scheduling automation management, the system and measures to implement the animal epidemic prevention, improve livestock and poultry disease prevention and control capacity, provide grid information service for livestock and poultry production, disease prevention and control, emergency command.
