As an important resource, ocean is becoming more and more important with the increase of the national strength of China. In the past, most marine instruments used in China are imported from foreign countries. To promote the development of domestically-designed marine instruments, our government increased its investments in this area in the last twenty years. However, due to lack of experiences, some problems are found in these domestically-designed marine instruments. Ministry of Science and Technology (MOST) is generalizing standard sea test since the ninth Five-Year plan, which requires that new designed instruments and their components have to pass sea tests. This move increased the reliability, usability and performance of domestically-designed instruments. Standard sea test is becoming a standard of marine instruments’design and production after four Five-Year plans.In 2013, Ocean University of China (OUC),710 Research Institute of China Shipbuilding Industry Corporation (RICSIC710), National Center Of Ocean Standards And Metrology (NCOSM), and Shandong Computer Science Center (SCSC) applied jointly for the National 863 Project of Standard Sea Test of Marine Instruments. In this project, SCSC is mainly responsible for the management system of standard sea tests in the field of ocean technology. A set of scientific, reasonable, standard management procedures and data models, which can also help to avoid the risks of human intervention, are designed according to 130805-Management of Standard Sea Tests of National 863 Projects in Ocean Technology,130805-Quality specification of marine instruments’design of National 863 Projects in Ocean Technology, and more than eight month requirement investigation from several related organizations. Based on the new procedures and data models, we developed a management system of standard sea tests in the field of ocean technology. The new system can record the whole processes of sea tests, from application to archive. It can provide reference information for integrative management of research vessels and accessing the quality of instruments.The system can support large number of research vessels, instruments, projects, procedures, nodes, forms within each node and data connection between multiple nodes. Workflow and offline uploading technologies are employed in this system helping management and supervision of each link in a sea test. A weighted average method is used for analyzing the cruise share. Forms in the system can be specific configured flexibly for different voyages and instruments. Estimation and grading functions are also involved in this system following the requirements of sea test.According to actual acquirements, the system can be divided into two parts:main management system and offline subsystem. The framework is based on the combination of B/S and C/S. In land, the main system based on B/S framework is used to share data and resources. On the sea, C/S framework is used for arching data locally. This design allows the system keep working within the local area network in a vessel, when high speed internet connection is unavailable. Data in the offline subsystem will be synchronized to the main system when it is possible. The main system and offline subsystem can share data with each other based on authorization from users. It’s unnecessary to upload data twice. The system is developed based on Java, and front end friendly Ajex technology can provide user-friendly experience.This thesis mainly describes the system requirement, overall design, functions of the main modules, database details and realization of key technologies. The methods and conclusions mentioned in this thesis can be referred to future upgrading and extending of the management system of standard sea tests in the field of ocean technology.
