This improved framework keeps the excellent technology of Spring and Hibernate of the SSH framework, that is the integration of Ext+DWR framework to achieve a flexible rich front design and efficient data access. The author make with the requirement analysis and system design of this system based on the above two technical points and combined with the using a new model for the localization optimization. The author discusses in detail the development and design process of the receiving plan management, providing vouchers management, vouchers the handing in for cancellation management, vouchers loss management, vouchers archives management Etc., then a detailed description and case analysis of each business are given. And on this basis, the detailed design for each business are discussed. Finally, the author discusses completely development process based on ExtJS framework. The test results prove that the system has good performance. Through debugging and running on the line, The new application system has performed very well in its initial trials. The use of the new system Improves work efficiency and standardizes business process. this enables administrative staff to provide a better application user experience when they use this new system,with in saving more taxing cost. At the same time with enhancing the transparency of the taxing department and information on taxing collection and administration. with achieving the request of modernized scientific management. Lastly, The author summarizes the paper, and puts forward the higher demand on this work, and some functions of this application need to be improved and perfected.
