Analyzing Of Status Quo,Problems And Countermeasures Of The District Library In The Process Of Reform And Development

District library plays an important role in basic education and providing public cultural services. The district library burdens the popularization of scientific knowledge, increasing the degree of social civilization and quality of citizen’s civilization, promoting the reform and development of culture. It is of great importance to reform and development of culture in China. Chengdu is the vanguard of western development in economy, culture, and it is also the pilot area of the national urban and rural as a whole of the comprehensive reform, in the process of east and west and urban and rural development as a whole, function of Chengdu district-level library must be strengthened to promote the civilization heritage, knowledge dissemination, improve the qualities of the people, and promote the role of economic and cultural reform and development.In order to enhance district-level library construction and service and play its positive role in the development of cultural reform in our country. In this paper, domestic and foreign research progress about the development of the district library has been summarized firstly. Then Qingyang district library in Chengdu has been taken for example. By ways of field survey, interview, questionnaire investigation and consulting related analysis summarized the county level library’s personnel structure, service efficiency, funds situation and other aspects in Qingyang district library.Moreover, the problems existing in the library’s development has been extracted. The problems are:the district library service content is needed to expand, Lack of specification in the management of service, the professional quality of the work is low, library information level is needed to improve, lack of finance support and legal norms and protection, etc.Finally, countermeasures have also been put forward from the district library system of internal and external environment to solve the problem of district-level library development and strengthen its role in China’s cultural reform. On the one hand, the district library should establish people-oriented service functions, carry out various kinds of services, Pay attention to the quality of literature resources construction, strengthen the local characteristic collection resources construction, innovation district library management mode, promote library council system construction, improve its staff quality and strengthen human resources management to strengthen its internal construction. On the other hand, the government changing ideological understanding, increase financial input and use the management strength, strengthen the construction of library policies and regulations system to creating a favorable external environment for the development of the district library. It is aimed at providing certain theoretical basis and practical guidance to sustained, long-term development of the Qingyang district library and even the whole district library in China.
