Recently, frequency synthesizer has attracted tremendous interest of researchers. The frequency synthesizer based on phase locked theory is developing very quickly, especially in the field of radar, communications, measurement, electronic warfare and some other areas.In this paper, we introduce the principle, basic structure and character of the phase locked loop. Combined with the needs of the project, we design a frequency source for C-band radar receiver. Besides, we use a phase locked loop frequency synthesis scheme in the project, which has a high spectral purity of the output frequency, and can be easily controlled by programs. In addition, this scheme has a high stability of output frequency, especially low noise in phase, flexibility in the real use and excellent performance, which make it possible to meet technical criterion of C-band radar receiver. Thus, this article starts with frequency synthesizer based on phase locked theory, and a device is designed to give experimental demonstration. The designed frequency synthesizer aims to satisfy the criterion of C-band radar receiver, as well as providing experience in the experiment and theory.
