Provincial level satellite TV has overwhelming advantages in terms of program content, column setup, program transmission, etc. Satellite TV brings down the comprehensive strength and influence of the City Channel. Other provincial terrestrial channels depend on their professional column, which has been attracted a number of loyal audiences. Obviously, it will put the City Channel at a advantage to deal with the obstacles faced in the way of development properly in the fierce competition. And the integration and expansion of the resources will be an effective competition method.According to “efficiency theory” and “the theory of competitive advantage resources integration”, the author found that the major problems in the process of the integration and expansion of the Chinese City Channel resources from the view of Omni media are low utilization rate of resources, lack of human resources integration, narrowed transmission channels and limited audience resources. The main cause of these problems are the defect of media system, the delay of strategies in integration and expansion, the insufficiency of early input, and the restriction of media sharing channel. The development trends of Omni media and TV industry promote the City Channel to make new initiatives on the resource’s integration and expansion, deepen the reformation of media system, optimise the strategy with the perspective of internet, gather program resources with big data, perfect the employment mechanism with sustainable concepts, expand channel resources with the perspective of media industry, convergence and attract audience with unique culture.
