With the high speed development of digital technology and the modern concept of video, LCD TV technology and display technology can easily take the collected information to us and to help us study it and make decisions.We need to watch video programs and satellite television programs from other country sometimes, but their technical standards can’t be exactly the same as the PAL/D standards that we use, so we need to conversion the television programs via standard to compatible with our television sets. While yielding, we often need to display the same video data in different display formats according to different aspects of standards and requirements, the displays of different standard have different requirements for frame rate, pixel, luminance bandwidth, chroma bandwidth, etc. It has a great impact on the conduct of work.To effectively solve the problems above, this issue designed a target information processing board using FPGA as the main chip development platform. It is an independent circuit module. With the adventage of programmable, high reliability, high integration, FPGA can design the circuit in the chip-level, making the design of PCB much easier and the flexibility and efficiency improved. Coupled with its high clock frequency and quick internal delay, FPGA has been widely used in national defense, communications, electronics and other fields. There are four steps while designing this system. Step one, design the interface of the modules. Step two, use the VHDL hardware description language to describe the design’s need. Step three, use the Modelsim to do the simulation. Step four, use Xilinx’s FPGA to achieve its functions.This information processing board has the PAL video output as also as the DVI video output format the same time. LVDS input image, which captured by the camera and with a resolution of 640x512(100Hz, monochrome 8bits), has two outputs, namely DVI and PAL, DVI output 640x480 pixel(75Hz, 8 bits) images and PAL output 640x512pixel(25Hz) images. While processing the input infrared digital video signals, the target information processing board can also communicate with the host computer and the external, in addition, it still has reset function, firmware function, etc.
