In the late Qing Dynasty, the telegraph, as a great impact and influence on the political life, is an important way to study the late Qing dynasty’s Chinese nationalism movement. The outbreak of the nationalist movement cannot do without a successful social mobilization. With the example of Chinese Boycotts movement, this paper mainly studies the role of late Qing Dynasty’s telegraphs and periodicals in nationalist mobilization activities.Source of the theory of social mobilization in the article roots in the resource mobilization theory of McCarthy and Zald, At the same time, it refers to the theory that the identification of factors play an important role in social mobilization, which proposed by Snow. The article analysis from the frame mobilization dimension towards the Chinese Boycotts movement, sets the telegraph as a technical resource that can be utilized by social movements sponsors and participants, regards the people takes telegraph for public expression as discourse resources.The development of late Qing Dynasty of the telegraph’s career changed the peo ple’s concepts of "spread",the idea that be with each other though far apart has becom e a reality. People who grasp the telegraph technology express their public idea with t he help of a telegram,the use of the telegraph in the political life also expand the space of political participation of the society in late Qing Dynasty. To study on the effect of the telegraph in social mobilization, we must point at technical characteristics of telegraph point-to-point communication. To spread to the wide it is essential for newspapers play a "megaphone" role. Only through the transport of newspaper, the telegraph content can become worthy of the name "public" resources, and play the role of social mobilization. By presenting the narrative in the newspapers and telegraph about Chinese Boycotts movement, the article analyses the mobilization effect of discourse resource from the angle of newspaper text, and the mobilization effect of technology resource from the angle of telegraphy.Discourse resources, presented through the newspaper mirror, uses the discourse resource to set meaning for Chinese Boycotts movement as the gentle merchants for sports organizers and newspaperman for movement participants. The meaning thus contributes to the recognition of weak psychological identity between people. Social mobilization becomes possible because of the nation state "Imagine" based on the formation of the recognition. As a technical resource, the movement organizers use telegram’s fast propagation speed to construct protest discourse. At the same time, they define America as strong against objection and construct unified action of civilization exclusive.Meaning conveyed by the gentry and merchants, constructs the new cognition on Sino US relations and forms the identity between the nation. at the same time, based on the identification of "a class of people",the meaning forms a national"the situation t hat been beaten backward in foreign affairs stimulates the Chinese people’s "Imagine" of a national state that is strong and people are new. the situation has also become sou rce power to boycott the development of Chinese Boycotts movement imagination". The article studies the Chinese Boycotts movement with the help of the telegraph perspective, essentially wishes to explore the construction process of nationalism mobilization activities in the late Qing Dynasty from the micro perspective. The gentle merchants define scenarios with the help of discourse resources and technology resources. The meaning output to the public, thus mobilize the people of nationalism. The research of the nationalism movement through telegraph perspective, is actually an beneficial exploration on propagating technology and national mobilization relationship.
