Along with the rapid development of information technology, the management idea and the management level of enterprises and institutions for the employee’s performance is in constant development and change, and with the help of the advanced information technology, we can be more scientific and efficient to improve employee’s work efficiency. Yunnan tobacco monopoly bureau developed the Yunnan tobacco monopoly bureau performance evaluation system in order to fundamentally change the existing employee performance appraisal system and to make the employee’s performance evaluation management institutionalized, scientific, dynamic, information based and modernization.The design and development of Yunnan tobacco monopoly bureau performance evaluation system is mainly based on object oriented software development thought, the system referenced and used a lot of object-oriented software development techniques and methods in the process of development. The main technologies are UML modeling language, database design and implementation technology, design and development of the Web server technology, c# language programming technology. In system analysis and design phase, it used the modeling tools VISIO 2007 detailed map of functions, business process diagrams, use-case diagram, activity diagram, class diagram, sequence diagram and other UML graph. On the basis of UML modeling, the system adopted B/S design and implementation model. The main development language is c#, primarily in. Net-Framework 4.0 on the technical framework, and the Server database is SQL Server 2012 enterprise edition.The functions of Yunnan tobacco monopoly bureau performance evaluation system are basic management, assessment rules set up management, process management, statistical analysis, performance assessment management. User of this system can be divided into five categories, the system administrator, administrator performance, performance, commissioner, leadership positions and ordinary staff positions. Management of assessment rules mainly includes the evaluation of evaluation rules set, business character set, appraisal institutions, index set and template Settings. Evaluation process management mainly includes the contents of the evaluation for examination and assessment of project management, project management, appraisal management, process management, assessment results standardized processing, adjustment and evaluation for examination and assessment of self-reported scores and performance check and appeal. Statistical analysis model mainly implements the evaluation results of statistical analysis, checking the score. The performance management mainly includes the work plan and summary, the working log, communication records, interview feedback, etc.The realization of the system’s functions not only makes the staffs work enthusiasm and initiative of Yunnan tobacco monopoly bureau got obvious improvement and work efficiency got greatly improved, but also greatly saves the lead time on the management of employee performance, which has been greatly improved the performance management level. The performance evaluation of Yunnan tobacco monopoly bureau is more scientific and effective, and it provides a good protection effect for the efficient management for the work efficiency of employees in the future.
