At present, China is in a special period of prominent internal contradictions among the people, criminal crime, the struggle against the enemy complex, unstable, not harmonious, unsafe factors exist, all kinds of social conflicts are intertwined, perplexing, social stability is facing the hitherto unknown pressure and challenges. Especially with the rapid development of the Internet, has brought more profound changes to the social management mode, but also make the public security work of the traditional face hitherto unknown opportunities and challenges. In recent years, with the rapid development of economic society, big flow of people’s property, dynamic, intelligent features of crime is more and more obvious, occupation crime, high-tech crime is on the increase, many unstable factors cause the current society risk, blow, the containment and prevention of crimes task unprecedented aggravating. In the past, the public security organ investigation not only need to invest a lot of manpower, material resources, financial resources, but the effect is not ideal. Since the information construction, the public security organs have gradually established online investigation, the online series and online pursuit etc., a new working mechanism, through correlation integration, comparison of all kinds of information, and solve many difficult cases. The means of information has become an important means of investigating and solving cases. In this paper, to seize the current work of public security information acquisition of the blind, but also is the core question of daily work against the development of telecommunications, data acquisition and management system involved, through distributed users, collection personnel involved in telecommunications information according to a case involving the category classification of centralized storage, formed a certain scale, the construction of telecommunication and information system of police by computer network, to achieve the scale of use of the collection of data, improve the criminal investigation efficiency.In this study the public security organs of information collection and use of business on the basis of the characteristics, focusing on the research and analysis of the business involved in acquisition and use of personnel of telecommunication information daily police work, including information collection, information query, control information management, early warning information management, user management and system management, and combined with the working practice of telecom data using acquisition, put forward specific requirements for the function of each module. Based on the public security organs of the acquisition and use of telecom data service, according to the daily work of business and operation process, the system conducted a comprehensive needs analysis. Analysis of functional requirements of the system and non functional requirements, and system requirements with use case diagram and flow chart form in detail. On the basis of the needs analysis, carried out the telecommunication information acquisition and management system architecture design. Design patterns using ASP.NET technology, puts forward the design principle, design method of telecom data acquisition and data based on the use of the design of the system, and puts forward the overall framework, network architecture design, functional architecture design. After the detailed design of telecommunication information acquisition and management system. This part gives the overall structure diagram of telecom data acquisition and management system, the design of each main module are described. Telecom data using and application mainly has the following several modules: information collection module, information query and export control module, information management module, early warning information management module, user management module, system management module six modules. The information acquisition module includes the case information into the personnel involved in telecommunications, data entry, involving a mobile phone information input function; information query and export module includes a case information, personnel involved in information query, comprehensive query, system integrated data derived function; control information management module includes adding control information, my control information, control information query, control information management function; early warning information management module includes the early warning information query, my early warning information, early warning information management function; user management module includes user information, user information management, Department of information management functions; system management module includes the system log query and system data statistics function. In the understanding of the whole structure, according to the modular design ideas put forward in the requirement analysis are discussed in the detailed design of each module. Based on the detailed design, the application of ASP.NET technology in the C# programming language and SQL Server database technology based on SQL Server 2008 database, implements the information system. To achieve the overall effect gives the diagram of the system and each module.
